BAD FOR WORLDWIDE, SPARKS A LOT, 3 HEAT SPEED DISABLED!

I just ordered this hairdryer/hairstyler as a gift to my wife and once I got it I decided to run a test.
I live in Malta, and the Voltage here is 240V. The hairdryer has an option to change the voltage from 125 (typically USA) or 250 (rest of the world).
The hairdryer states that you have Lo, Medium and Hi (the 3 heat speed setting). When you change the voltage to 250, the other switches get blocked, therefore you are only able to use the Low Switch.
Like every hairdryer, the ON/OFF button is in the handle, and everytime I switch off the item it shows a spark, and the spark gets bigger in relation with the amount of time having the hairdryer ON.
From this perspective, I don't see this item as safe either. Even although it comes with a "safety" switch, the core component (the heating element) sparked and ceased working for a while.
Maybe it works pretty good in US, but NOT OUTSIDE USA
